Marrickville Council is undertaking a major review of its planning controls. The review aims to ensure that the Marrickville local government area remains a great place to live, work and visit.
The review of the Marrickville local government area planning controls responds to the NSW State Government's planning reform program. The review will result in the preparation of a new comprehensive local environmental plan (LEP) and consolidated development control plan (DCP) for the Marrickville local government area.
The new LEP will replace the Marrickville Local Environmental Plan 2001 and consolidate and amend the various DCPs which currently apply across the local government area. The new LEP will be consistent with the Standard Instrument, which was introduced by the State Government in March 2006. It is a requirement of the State Government that all councils in NSW develop new LEPs consistent with the Standard Instrument.
Marrickville Council's planning review will respond to the targets and objectives established within the NSW Government's Metropolitan Strategy, and draft South Subregional Strategy. Both documents are available for viewing at the NSW Department of Planning's Metropolitan Strategy website. Council will also utilise information within the Marrickville Urban Strategy to inform the new Marrickville LEP and consolidated DCP.
At the Development and Environmental Services Committee meeting of 1 September 2009, Council resolved to move towards the public exhibition of the draft Marrickville Local Environmental Plan 2010.
Council resolved to do this by forwarding the draft Marrickville Local Environmental Plan 2010 to the Department of Planning, requesting that the Department issue a certificate under Section 65 of the Environmental Planning and Assessment Act 1979 (the Act) so as to allow the draft plan to be placed on public exhibition.

Council adopted the recommendation appearing in the PS 9 report (above), subject to the Heritage Map sheets being replaced by a revised series of Heritage Map sheets showing revised boundaries for the proposed heritage conservation areas. The revised Heritage Map sheets are included in the set of maps available above.
The recommendation adopted by Council indicates that prior to the public exhibition of the draft plan, technical changes will need to be made to the written document and maps - to address recent changes to the standard plan making requirements of the Department of Planning. These changes are detailed in the recommendation. In particular, Council officers still need to undertake a further process of consultation with the Department of Planning prior to formally submitting a submission for the purposes of Section 64 of the Act.
The preliminary draft Marrickville Local Environmental Plan 2010 is not, at this point in time, a proposed environmental planning instrument for the purposes of Section 79C(1)(a)(ii) of the Act. This means that it is not a matter for consideration in the determination of development applications.
The preliminary draft Marrickville Local Environmental Plan 2010 progresses a process which began with Council's adoption of the Marrickville Urban Strategy in April 2007, and incorporates recommendations of the Marrickville Village Centres Urban Design Study, the St Peters Urban Design Study and the Heritage Review. It responds to the Draft South Subregional Strategy's Marrickville local government area targets of 4,150 additional dwellings between 2004 and 2031, and 500 additional jobs between 2001 and 2031.
The new, draft development control plan has not yet been made publicly available. It is anticipated that this document will be reported to Council prior to the public exhibition of the new local environmental plan, and that the two documents will be publicly exhibited at the same time.
Council has prepared a draft Master Plan document for the St Peters 'triangle'. (click here for an aerial map in PDF format). St Peters was identified in the Marrickville Urban Strategy as an investigation area for redevelopment of industrial land into a new centre (potential village), with improved access to shops, services and transport for new residential development, increased housing choice and employment. However, it was acknowledged that the area would require initial investigation and then comprehensive master planning to understand its potential capacity for housing and employment.
The Master Plan was prepared for a select area of St Peters, known as the St Peters 'triangle'. Council engaged consultants to prepare a Master Plan for the area which aims to give a clear direction for the precinct in terms of movement, form and land uses. This information will then be developed into detailed urban design and other development controls able to be incorporated into the new Local Environmental Plan and Development Control Plan, to shape the desired outcomes for the area. It is anticipated that the precinct as an employment (and housing) precinct will provide urban support services and light industry, as well as an expanded service industry role.
Briefing sessions were held in April 2009 for landowners in the area and for key government agencies and service providers. At the briefing session two presentations were shown. The presentations included a Council presentation providing background to the study and a presentation by the consultants, Hassell Limited. Both presentations are attached below:
The Marrickville Village Centres Urban Design Study has been undertaken to assist in the preparation of the new Marrickville LEP and consolidated DCP in accordance with actions contained in the Metropolitan Strategy, draft South Subregional Strategy and Marrickville Urban Strategy. The study investigates opportunities for increased residential and commercial development within the catchments of seven of the Marrickville LGA's business centres.
Owner briefing sessions were held in late February 2009 to inform property owners directly affected by the Urban Design Study about the implications for their property.
A further general briefing session was held on the 19 March 2009, which was presented to a cross section of people from the Marrickville Local Government Area.
This presentation covered all the site specific study areas previously presented at owner briefing sessions, as well as the proposed generic development controls for the business centres being investigated.
