Council and Committee Functions

General Information on Council Meetings

There are three types of Council Meetings, they are as follows:

These meetings are chaired by the Mayor.

Ordinary Council Meetings

This is the main meeting of Council, at which all Councillors attend, to transact the main business of Council.  The Ordinary Council Meeting can consider any matter related to Council’s functions and operations.  Under the Act, there are some matters such as policy matters that the Council must consider and cannot delegate to a Committee or the General Manager.

Council Development Matters Meetings

The Council Development Matters (CDM) Meeting is held immediately after the Development and Environmental Services Committee (DES) Meeting.  It considers the items that were submitted for recommendation at the preceding DES Committee Meeting.

Extraordinary Council Meetings

Council holds an Extraordinary Meeting each year in September when Councillors are required to:

  • elect a Mayor and Deputy Mayor;
  • adopt a meeting cycle and determine a meeting structure for the ensuing year;
  • appoint Council Committees; and
  • appoint Councillors as representatives of Council on standing and special committees, other organisations/bodies and regional organisations.

General Information on Council’s Standing Committees

Committee Membership: All twelve Councillors are members of these Committees. Seven Councillors are required for a quorum.

Limitations:  The Committee has delegated authority to make decisions on behalf of the full Council. The Committee can determine all matters before it unless:

  • it relates to policy; and
  • it comprises a matter which can not be delegated under an Act. These items are clearly indicated in the report heading, with the words "For Recommendation”.

Committee Chair:  Council elects a new chairperson each September during its Extraordinary Meeting.

Marrickville Council has the following Standing Committees:

Development and Environmental Services Committee

The Development and Environmental Services Committee deals with the following functions of Council: building and development consents, approvals and the like; local environmental plans, development control plans, local approval policies, non-statutory planning, building and development codes, policies and the like; environmental services; and monitoring services, including orders and notices relating to unlawful building work and development.
 
The Development and Environmental Services Committee is currently chaired by Councillor Victor Macri.

Corporate Services Committee

The Corporate Services Committee deals with the following functions of Council: finance; employee services and industrial relations; administrative services; computer services; and legal services.
 
The Corporate Services Committee is currently chaired by Councillor Laura Wright.

Community Services Committee

The Community Services Committee deals with the following functions of Council: Children's Services; Community Relations and Facilities; Community Development; and Library Services.
 
The Community Services Committee is currently chaired by Councillor Marika Kontellis.

Technical Services Committee

The Technical Services Committee deals with the following functions of Council: Engineering Services, Property Services (including waste management); Parks & Reserves; and Business Units (Public Works).
