The Rules on Addressing
 

 

The following rules apply when addressing a Council or Committee meeting:

 

1. 

Questions or representations are dealt with in strict sequence of the Agenda for the Meeting. It is not possible to provide a time for you to attend to make your address, you should be present from the commencement of the meeting. 

2. 

Each item before the Council/Committee is restricted to three (3) speakers for and three (3) speakers against the Recommendation. 

3. 

Keep your address to the point, the time allowed for each speaker is limited to three (3) minutes with one (1) extension of not more than three (3) minutes with the approval of the Council/Committee. This time limit applies, no matter how many items are addressed by the speaker. 

4. 

When addressing the Meeting you must speak to the Chairperson. 

5.

The Chairperson may curtail public participation where the information being presented is considered repetitive or irrelevant. 

6.  Councillors will not enter into general debate with, or ask questions of, speakers.
